To set up Meta ads properly, create a business portfolio (what used to be called Business Manager) owned by the business, create an ad account inside it, connect your Facebook Page, Instagram account and WhatsApp number, install the Meta Pixel with the Conversions API to track events such as Lead and Contact, and verify your domain. Then launch your first campaign with the Leads or Sales objective, not Engagement, so Meta optimises for enquiries rather than likes.

Meta renames menus and moves settings often, so where a label may differ, this guide describes the setting rather than an exact path. You need a personal Facebook profile to manage a business portfolio, but nothing from it appears on your business assets.

Step 1: Create a business portfolio

Meta Business Suite is where you manage posts, inboxes and ads. Behind it sits a business portfolio, which owns your Pages, ad accounts, Instagram and WhatsApp accounts and datasets. Business Manager was renamed business portfolio in 2023.

  1. Go to business.facebook.com while logged in to Facebook, create a portfolio with your business name and a business email address, then confirm the email.
  2. Add at least one other trusted person as a full-control admin. If the only admin loses their Facebook profile, recovering the portfolio is slow and sometimes impossible.
  3. Give staff only the access they need, and give agencies partner access rather than admin roles.
  4. Consider business verification in the security settings. It asks for documents showing the business's name and address, and some features require it.

Step 2: Create an ad account the business owns

A common problem is an ad account owned by a previous agency, a freelancer or an employee. Whoever owns it controls its history, audiences and billing.

  1. In Business settings, create a new ad account inside your portfolio. If an agency will run it, add them as a partner rather than letting them create it in their own portfolio.
  2. Choose the time zone and currency carefully. PKR is supported and makes it easier to match spend to bank statements. Treat both as permanent.
  3. Add a card in the billing section, ask your bank to enable online and international transactions, and add a backup card if you can.

New ad accounts often start with a lower daily spending limit that rises as payments go through. A declined charge stops your ads until the balance is paid.

Step 3: Connect your Page, Instagram and WhatsApp

  1. Add your Facebook Page to the portfolio. Claim it if the business owns it, or request access if another portfolio does.
  2. Switch your Instagram account to a professional account in the app, then connect it to the portfolio and your Page, so ads run under your Instagram name and messages reach the Business Suite inbox.
  3. Link your WhatsApp Business number to the Page in its linked accounts settings, which makes click-to-WhatsApp ads possible. The WhatsApp Business app suits most small businesses; the Business Platform suits teams needing shared inboxes.
  4. Check that the Page's name, phone number, address and hours match your website and Google Business Profile.

Step 4: Set up the Pixel, Conversions API and events

The Meta Pixel is code on your website that tells Meta when someone views a page or completes an action. Events Manager now calls the Pixel and its server data a dataset, with the same ID.

  1. In Events Manager, connect a new web data source and create the Pixel inside your business portfolio, not under a personal account.
  2. Install the base code on every page through Google Tag Manager, an official platform integration, or your developer.
  3. Add standard events. For lead generation, use Lead when an enquiry form is successfully submitted and Contact for WhatsApp, phone or email clicks. Online shops add events up to Purchase.
  4. Check everything with the Test events tab and the Meta Pixel Helper browser extension.

The Conversions API

Ad blockers, browser privacy settings and cookie restrictions stop some Pixel data reaching Meta. The Conversions API sends the same events from your server or platform directly, which makes measurement more reliable. Most small sites set it up through a platform integration or the Conversions API Gateway rather than writing code.

When an event is sent both ways, use the same event name and a shared event ID so Meta counts it once. The Event Match Quality score shows how well customer details sent with events, such as a hashed email, match Meta accounts. Send these only if your privacy notice covers it.

Step 5: Verify your domain

Domain verification proves your business controls the website your ads link to. It sits in the brand safety area of Business settings and offers three methods:

  • Adding a DNS TXT record with your domain registrar or DNS host
  • Uploading an HTML file to your website's root folder
  • Adding a meta tag to the head section of your home page

DNS is the most durable method because it survives website redesigns. Older guides also tell you to rank eight web events for iOS after verifying; Meta no longer requires that manual step, so if you cannot find it, nothing is missing.

Step 6: Create your first campaign

Meta's campaign objectives are Awareness, Traffic, Engagement, Leads, App promotion and Sales. The objective tells Meta who to show your ads to, so the wrong choice produces results that look good but do not bring business.

  • Leads: right for most service businesses, clinics and training institutes. The lead can happen on your website, an instant form, WhatsApp or other messaging apps, or a call.
  • Sales: for online shops, optimising for purchases on your website.
  • Engagement and Traffic: optimise for likes, comments, video views or clicks, which do not reliably lead to enquiries.

Instant forms are quick to complete because Meta pre-fills details, which also means lead quality can be mixed. If you use them, choose the higher-intent form type with a review step, ask a qualifying question, and call leads back quickly.

Click-to-WhatsApp ads

Many customers in Pakistan prefer a WhatsApp message to a form. For ads that open a chat, choose Leads, or Engagement with a messaging goal, and set the conversion location to messaging apps with WhatsApp selected.

  1. Make sure your WhatsApp Business number is linked to the Page you advertise from.
  2. Set up the message template with a greeting and a pre-filled message, so people can start the chat with one tap.
  3. Turn on greeting and away messages, and make sure someone replies quickly while the ads run.
  4. Label chats that came from ads. Meta reports conversations started, not customers, so track how many become bookings or sales.

Step 7: Audiences, placements and creative

Advantage+ audience is the default for most campaigns. Age ranges and interests act as suggestions Meta may go beyond, while location, minimum age, language and excluded audiences remain firm controls.

  • Set location precisely, such as Islamabad and Rawalpindi or a radius around your premises.
  • Be careful with language targeting. Many Pakistani users run Facebook in English, so restricting to Urdu can shrink your audience unexpectedly.
  • Build custom audiences from website visitors, Page and Instagram engagers and customer lists, for retargeting and exclusions, using customer data only where you have permission.

Advantage+ placements spread ads across Facebook, Instagram, Messenger, Threads and the Audience Network. It is a sensible start, but check placement results after a week or two; some lead advertisers exclude the Audience Network if it brings accidental clicks. For creative:

  • Supply 9:16 versions for Stories and Reels and 4:5 or 1:1 for feeds, so Meta does not crop awkwardly.
  • Short, clear video works well for services. Phone footage is fine if sound and light are good.
  • Put the main message in the first line of text, as longer text is cut off.
  • Review Advantage+ creative enhancements before publishing. Some add music or generate text, and each can be switched off.
  • Test English, Urdu and Roman Urdu as separate ads rather than mixing them.

Step 8: Read the results

Each ad set goes through a learning phase at launch and after significant edits. Meta's guidance is that it usually needs around 50 optimisation events within a week to exit, which many small accounts do not reach, so avoid judging or editing ads daily. Useful columns include:

  • Results and cost per result, for the event you optimised for
  • CPM, the cost per 1,000 impressions, which shows how expensive your audience is to reach
  • Link click-through rate, which shows whether the ad is relevant enough to click
  • Frequency, the average times each person has seen the ad. When it climbs and results fall, refresh the creative

Meta counts conversions within an attribution window, so its numbers will not match GA4 exactly. The check that matters is your own: compare reported leads with the enquiries your team received and the ones that became customers.

Step 9: Common rejections and how to avoid them

  • Personal attributes: wording that implies you know something about the viewer, such as "Struggling with debt?". Describe your service instead.
  • Special ad categories: ads about financial products, employment, housing, or social issues, elections and politics must be declared when you create the campaign, and targeting is restricted. A training institute advertising job placements may fall under employment.
  • Unrealistic claims, guaranteed results, and before-and-after images for health or weight loss.
  • Landing pages that are broken, do not match the ad, or are covered in pop-ups.

If you believe a rejection is wrong, request a review through Account Quality. Do not open new ad accounts to get around a restriction, as that can get the whole portfolio restricted. Protect every admin's profile with two-factor authentication, because hacked profiles are a common way businesses lose ad accounts.

A properly owned portfolio, a working Pixel and Conversions API, and a campaign aimed at real enquiries give you a far better start than a boosted post. Measure success by customers, not clicks. If you would like help setting up or auditing your Meta accounts, Parwaz Digital can help.
