To set up Google Ads for a small business in Pakistan, create the account in Expert Mode rather than accepting a Smart campaign, set the country to Pakistan and the currency to PKR, connect conversion tracking before you spend anything, and launch one tightly structured Search campaign with phrase and exact match keywords, a negative keyword list, responsive search ads and a modest daily budget. Then review search terms and conversions every week for the first month.

This guide covers the hands-on setup. For how to pace spending over three months, see our post on spending your first 90 days of ad budget. Google renames menus often, so where a label may differ, this guide describes the setting rather than an exact click path.

Step 1: Create the account in Expert Mode and set up billing

  1. Sign in at ads.google.com with a Google account the business owns, not a staff member's personal Gmail. Agencies should get access through their own manager account rather than creating the account for you.
  2. The sign-up flow steers you towards a Smart campaign. Look for the option to switch to Expert Mode or create an account without a campaign. Smart campaigns hide most keyword, search term and reporting controls.
  3. Set the billing country to Pakistan, the time zone to Pakistan time and the currency to PKR. The currency cannot be changed later and changing the time zone afterwards is restricted, so set both correctly now.
  4. Give the business owner and one other trusted person admin access, and complete advertiser verification promptly if Google asks for it.

Billing in PKR

Payment options vary by country and change over time. Most small advertisers in Pakistan use automatic payments with a debit or credit card, charged when costs reach a billing threshold or at the end of the month.

  • Ask your bank to enable the card for online and international transactions. Google bills from outside Pakistan, so many banks decline the charge until this is on.
  • Check the card's limits and add a backup payment method if offered.

Step 2: Set up conversion tracking before you spend

Without conversion tracking, Google Ads can only report clicks, and automated bidding has nothing useful to aim for. Decide what counts: usually a completed enquiry form, a WhatsApp click, a tap on your phone number and, for shops, a purchase. There are two ways to send these to Google Ads:

  1. Import from GA4. If GA4 already tracks your enquiries as key events (our GA4 setup guide covers this), link the two products, then import those key events from the conversions section of Google Ads.
  2. Use the Google tag. Create a website conversion action for each enquiry type, then in Google Tag Manager add a Google Ads Conversion Tracking tag on the enquiry's trigger, plus a Conversion Linker tag on all pages.
  • Count lead conversions once per click, so a repeated form submission is not counted twice.
  • Mark only the actions you want to bid towards as primary. If the same form is tracked both ways, make only one primary, or you will double count.
  • Enhanced conversions for leads sends hashed form details to improve measurement. Switch it on only if your privacy notice covers it.

Test each action with a real enquiry and Tag Assistant. A new conversion action shows a status such as unverified until the first conversion arrives.

Step 3: Build your first Search campaign

Start with one Search campaign. Search ads appear when someone types a query, which makes them the easiest type to control and learn from. Performance Max and Display can come later.

  1. Create a campaign with the Leads objective, or without a goal's guidance, and choose Search.
  2. Keep only the conversion goals from Step 2, removing defaults such as page views.
  3. Untick the Display Network, and consider unticking Search partners until you have seen how Google Search alone performs.
  4. If the campaign offers AI Max or automatic URL expansion, leave them off at first so you can see what your own keywords and pages do.
  5. Create two to four ad groups, each built around one service, with its own keywords and landing page.

A dental clinic in Islamabad might have ad groups for teeth whitening, implants and braces, each linking to its own service page. Sending everyone to the home page tends to lower conversion rates and Quality Score.

Step 4: Choose keywords and match types

Use Keyword Planner, your customers' own words and competitors' service pages to build 5 to 20 keywords per ad group. New accounts often see search volume as broad ranges, so treat the numbers as rough guides.

  • Broad match (teeth whitening): the widest reach, matching searches related to the keyword's meaning. It works best with Smart Bidding and a steady flow of conversions.
  • Phrase match ("teeth whitening"): searches that include the meaning of the phrase, such as teeth whitening cost in Islamabad.
  • Exact match ([teeth whitening]): searches with the same meaning or intent, including plurals and misspellings. It is not literal, but it is the tightest control available.

On a small new budget, phrase and exact match give more control while you learn. Include how people in Pakistan actually search: English terms, Roman Urdu such as "daant ka doctor", misspellings, and "near me" or sector names.

Step 5: Add negative keywords

Negative keywords stop your ads showing for searches you do not want to pay for. Unlike normal keywords, they do not match close variants, so add plurals and misspellings yourself. A typical starting list for a service business includes:

  • free, DIY and how to, where people want to do the job themselves
  • jobs, salary, vacancy, internship and CV, which bring job seekers
  • course, training, PDF and tutorial, unless you offer training
  • cities and areas you do not serve
  • used and second-hand, if you only sell new
  • services close to yours that you do not offer

Save it as a shared list so you can reuse it, and add to it weekly from the search terms report, where most wasted spend shows up.

Step 6: Set locations, languages and schedule

  1. Locations: target only where you can serve customers, such as a city or a radius around your premises.
  2. Location options: choose to reach people in, or regularly in, your targeted locations. The default also includes people merely interested in those places, which can bring clicks from other cities and abroad.
  3. Languages: Google uses people's language settings and other signals. Many Pakistani users keep their settings in English even when searching in Roman Urdu, so select English and Urdu.
  4. Schedule and devices: run at all hours and on all devices at first, then adjust after a few weeks of data.

Step 7: Write responsive search ads and add assets

A responsive search ad takes up to 15 headlines of 30 characters and 4 descriptions of 90 characters, which Google combines for each search, plus two optional 15-character path fields for the displayed URL.

  1. Write at least eight distinct headlines covering the service, location, reasons to choose you, any offer and a call to action, with the main keyword in a few of them.
  2. Use descriptions to answer practical questions: what is included, how quickly you respond, which areas you cover.
  3. Pin headlines only when you must, because every pin reduces the combinations Google can test.
  4. Avoid unsupported claims such as best in Pakistan, and excessive capitals or exclamation marks, which can cause disapprovals.

Ad strength rates the variety of what you have written, not results, and is not a factor in the auction.

Assets

Assets, formerly called extensions, make your ad larger and more useful, though Google decides when to show them. Add:

  • Sitelinks to key pages, such as a specific service or the contact page
  • Callouts such as Same-Day Appointments, and structured snippets listing services
  • A call asset, if someone answers the number during business hours
  • Business name, logo and image assets, plus a location asset linked to your Google Business Profile

Step 8: Set a budget and bidding strategy

Budgets are set as an average daily amount. Google can spend up to twice that on a single day, but over a month will not charge more than about 30.4 times the daily budget. Use Keyword Planner's bid ranges to check the budget buys a reasonable number of clicks each day. For bidding on a new account:

  • Maximize clicks with a maximum CPC limit is a sensible start while conversion tracking is new. The limit stops Google paying very high prices for a single click.
  • Maximize conversions suits accounts where conversion tracking is verified and working.
  • Target CPA works better once there is a steady record of conversions. A target set with no data usually restricts delivery.

Smart Bidding has a learning period after launch and after significant changes, so avoid adjusting bids, budgets and targets every day.

What to check in weeks 1 to 4

  1. Week 1: confirm ads are approved, conversions are recording and ads are getting impressions. Review search terms every few days and add negatives.
  2. Week 2: pause keywords that spend without relevant clicks, add good search terms as phrase or exact keywords, and check the location report. Read the enquiries: are they genuine prospects or job seekers?
  3. Week 3: replace headlines with few impressions, check impression share lost to budget and rank, and test the landing page on a phone.
  4. Week 4: compare cost per conversion across ad groups and shift budget towards those bringing real enquiries. If conversions are steady and accurate, consider moving to Maximize conversions.

A small, well-structured Search campaign with accurate tracking teaches you more in a month than a broad campaign across every network. Judge results by the quality of enquiries rather than clicks. If you would like help setting up or reviewing a Google Ads account, Parwaz Digital can help.

Good to know

Questions, answered.

There is no single right figure, because cost per click varies widely by industry, city and competition. Use Keyword Planner's bid ranges to estimate what a click costs, decide how many clicks a day you need to learn anything, and choose a daily budget you can commit to for at least a month.
